hard-locale: Move AC_LIBOBJ invocations to module description.

* m4/hard-locale.m4 (gl_HARD_LOCALE): Remove AC_LIBOBJ invocation.
* modules/hard-locale (Makefile.am): Augment lib_SOURCES.
