doc: omit trailing empty lines from INSTALL etc.

* doc/Makefile (INSTALL): Omit trailing empty lines.
(INSTALL.ISO, INSTALL.UTF-8): Build from INSTALL, so that these also
omit trailing empty lines.  This simplifies the build procedure.
