posixtm-tests: correct the sole failing test

* tests/test-posixtm.c: Correct 0000-01-01 00:00:00 test so that
expected output matches what mktime now produces.  Cross-checked via
erlang's calendar:datetime_to_gregorian_seconds({{1970,1,1},{0,0,0}})
