(C_STRTOD) [!defined LC_ALL_MASK]: Set LC_ALL to "C",

not just LC_NUMERIC, to avoid the unlikely possibility of mixed
locales screwing things up.  This removes an inconsistency with
the LC_ALL_MASK case.
