streq: Rename macro.

* lib/streq.h (STREQ_OPT): Renamed from STREQ.
* NEWS: Mention the change.
* lib/mbrtowc.c (mbrtowc): Update.
* lib/uniwidth/cjk.h (is_cjk_encoding): Update.
* lib/wcwidth.c (wcwidth): Update.
