bootstrap, git-version-gen: use timestamp

Timestamps are useful, particularly for files copied into other
packages, to see how long since a file has forked.

* build-aux/git-version-gen (scriptversion): Force UTC.
* build-aux/bootstrap (scriptversion): New variable.
