gitlog-to-changelog: don't use "no_"-prefixed variable name

* build-aux/gitlog-to-changelog (main): Use getopt's "!" attribute
to enable both --cluster and --no-cluster.  Change variable name,
s/\$no_cluster/$cluster/, and reverse usage to match.
