iswblank: Ensure declaration on glibc systems.

* m4/iswblank.m4 (gl_FUNC_ISWBLANK): Require gl_USE_SYSTEM_EXTENSIONS.
* modules/iswblank (Dependencies): Add 'extensions'.
* doc/posix-functions/iswblank.texi: Document the glibc problem.
